Alligator Bayou to Fort Worth

Scope: 54 new structures, 18 vibratory caissons, 8 drill piers, and 28 direct embeds

Legend mobilized to the project in early August of 2024 to get started on the first nine vibratory caissons, as the remaining nine were waiting on a line outage scheduled to occur after completing the first segment.

There were different types of challenges we faced on this project, ranging from a hurricane shutting the job down to poor drivability on some of the caisson structures. The biggest challenge that affected all levels of the job was the line outage availability from Entergy. In order to decrease the amount of time that specific equipment types needed to be mobilized and stay on the jobsite, Legend bid the project to be worked in a specific sequence. When the time came to work the second sequence with the equipment that was on site for vibrating caissons, the outage was no longer available.

Scope work became available on another part of the project sometime after, but required different equipment types to be mobilized. This out-of-order sequence occurred more than once on this project.

Early conversations with the customer about the original details of Legend’s proposal to work sequentially are likely the reason for this project being successful, given the circumstances mentioned. Legend’s operation team maintained a very successful production rate when the scope of work was available in the schedule. However, with the delays and work sequence changes, the situation could have been an easy recipe to become a financial failure had we not identified the risks as the job progressed.

Presenting clear descriptions of the cost impacts and risk vs reward analysis for various routes to completion was integral in showing the customer and owner that Legend was involved in the project to achieve success for everyone involved.
